Promoting better digital public service

The Top of the Web (Bedst på Nettet) award is the Danish National IT and Telecom Agency’s annual quality assessment of the digital information and services provided by public web sites.

Competing in five different categories approximately 300 public web sites are evaluated and benchmarked in Top of the Web, including national and local government, health care institutions, higher education institutions and public web portals.

The award stimulates strategic innovation and mutual inspiration among public authorities by recognizing and promoting good digital practice.

2010 marks the tenth anniversary of Top of the Web. Since its launch in 2001 Top of the Web has undergone significant development, notably a change of focus from mainly technical aspects to further include strategic and organizational aspects of digital public service.

In 2009 the expert screening of web sites was supplemented with user satisfaction monitoring and a self-evaluation in which the participants are asked to evaluate their strategic and organizational efforts and results. To further encourage the sharing of ideas and useful experience a Top of the Web catalogue of inspiration will be launched in 2010.

The winners of the Top of the Web award are selected by a panel of independent experts and the Minister for Science, Technology and Innovation presents the award at the annual Top of the Web conference.
